windows – Identifying duplicate photo “sets”

I can find hundreds of duplicate photo finder softwares but I have lots of photo “sets” for want of a better term. For example, I have a set of photos of Ford sedans and a set of photos of utility vehicles, etc. The fact that a particular photo may be in more than one set is not a problem – I could just ignore the recommendation to delete one of the copies. However, I know that some sets of photos are completely duplicated, i.e. I have the same set of photos of Ford sedans more than once, under different folder names. I’ve been collecting digitised or digital photos for 50 years so there are a lot of sets.

Is there any software or method by which I could identify duplicated “sets” and delete entire sets to have just one copy? None of the duplicate finder software applications I’ve looked at seem to be able to do this. BTW I am using a Windows 10 PC. Thanks for any advice.
