PC REQUIREMENT FOR REALITY CAPUTRE | CPU vs GPU

I am going to create 3d models of large heritage sites. I am going to use lidar + drone + photogrammetry data to create highly realistic 3d model. I am going to use REALITY CAPTURE and Leica Cyclone 3DR.

For such scenario, which is more important CPU or GPU? My budget is $12,500. Image range may be from 30,000 to 400,000.

should I use dual GPU? Or three GPU?

Should I use dual CPU?

Please suggest me perfect PC hardware.
