I have seen that filling the ink cartridges with the syringe is cumbersome and the print quality degrades plus the life does not gets extended by much.

I know about ink tank printers but they are big and expensive upfront. For someone who takes 10 prints a month (and lives in small flats), they may not be ideal.

So what do we do with empty printer cartridges. Like the one here.

Quality of aftermarket inks will never compare with new OEM cartridges. So it is a question of compromise on cost vs quality. Canon offers Small, Medium and Large versions of cartridges for many of their printers, so perhaps go with the Small one if not printing much.
