launcher – Windows tool to add multiple system tray icons, each opening a pre-defined text file

I am looking for a tool for Windows that will add icons to the system tray to open pre-defined text files of my choosing. I want each icon to open a single text file in a text editor (I’m fine if it uses the operating system’s default file association, or I can specify the path to the text editor’s executable file).

I do not want a single system tray icon that, when clicked, presents a menu that allows the user to open one of several files.

I’m also not looking for a utility that minimizes any window to the system tray.

The tool can be configured via a CLI, GUI, or a configuration file. It doesn’t matter.

It needs to be compatible with Windows 11. If it’s also compatible with Linux, that’s even better, but it’s not a requirement.

Gratis is preferred, but I’ll consider any tool that has a one-time license around the price of a cup of overpriced coffee (or two fairly priced cups!). Open source software is preferred, but not required. The software must not require an internet connection.
