Q2. Is core 7 future proof for 8k 30fps editing? Or editing at lower resolution timeline will be enough.

I doubt you would get a case with 4 HDD Bays in the price range, the least you can get is a case with 2 SSD and 2 HDD trays.
I picked the CM Masterbox 520 SE but then having using CM’s since decades. So gave it thought and I needed a front glass too, went ahead and bought the Montech Sky two. Its a pretty sturdy case and comes with reversible fans.

Pick a motherboard with 3 NVME and install another NVME 2-4TB when you need more space in the future. Buying a mechanical hard drive for a editing rig is not advisable in 2024. Mechanical drives only make sense for a NAS not the main workstation. In my opinion of-course. Once editing for a project is done keep a high quality export for future projects when you need it. Delete the HQ, raw or prores footage once done. I had a project which had like 400Gb footage which was changed to a 40 min video. I am not keeping the 2.5hours of RAW footage just eating my HDD space.
3TB should be plenty as a main work drive. Hard disk prices will only come down in the future so you can easily expand more in the future. I can scrub Black magic camera 4k BRAW footage in Davinci resolve on my laptop so your beast of a machine should be no issue.
And I whole heartedly recommend Davinci resolve. Learning a NLE which is away from Adobe jail and has so much support is great. I have the Studio Version but even the free version is so powerful. Adobe tax is horrendous. Even AHEM adobe premiere does not make sense. Again in my opinion.
